The Government of Andorra

The governing body of Andorra is called the Consell General which is elected by Andorran nationals for a four year term. The Consell General consists of a minimum of 28 and a maximum of 42 members. Half of these are elected in equal numbers from each of the seven parṛquies and half are elected in a national ballot. At the head of the Consell General is the Syndicatura consisting of the Syndic General or Speaker, and the Subsindic General.

The Consell General delegates the exercise of its legislative function to the Govern, by means of law. The head of the Govern is called the Cap de Govern. Thus the Govern draws up Bills which are presented to the Consell General for approval and the Co-Princeps in their turn sanction the Bills.

Andorran Law

Andorran law is based upon Roman Law and Catalan Law.

Most civil cases are referred to a judge or Batlle only if the parties concerned do not accept his judgement are they passed to the Tribunal de Corts.

Criminal and important cases are heard in front of a panel of judges or Tribunal, with the two parties being represented by their respective Advocats; witnesses may be called by both parties.

The main Courts are: Tribunal de Corts or Criminal Law Court and Tribunal Superior de la Justícia d’Andorra or High Court.
